libavcodec-dev software package provides FFmpeg library with de/encoders for audio/video codecs - development files, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libavcodec-dev
libavcodec-dev is installed in your system.
Make ensure the libavcodec-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libavcodec-dev *
You will get with libavcodec-dev package name, version, architecture and description in a table
